The story
The text you gave rush does not read as a valid ISO moment in time. Let's go over what is accepted. The simplest form is year, month, day, which means midnight in UTC. The fuller form adds a capital T, then hours and minutes, optionally seconds and a fraction, and then an offset: a capital Z for UTC, or a plus or minus sign with hours and minutes. The offset is required on a time. A time with no offset is a guess, because ten o'clock means different instants in different places, and rush does not guess. The date must exist: the twenty-ninth of February in twenty twenty-three does not. The hour goes from zero to twenty-three, the minutes and seconds from zero to fifty-nine. A leap second, sixty, is refused, since it names no millisecond of the epoch. The first slot shows your text, and the second shows the reason. Add the missing offset, or fix the impossible date, and the instant will read.
