Error message

manifest.rush is not a domain[data] public list: %s (%s)

In the message, %s marks a value that the engine fills in when it raises the error.

The story

Your manifest has a public list, but it is not written in the shape the engine expects, so it was refused before your project even loaded. Let's look at the shape. The file starts with the rush shebang, then a line saying domain data, and then exactly one public list. Each item of the list is a quoted, full dotted name: module, dot, function. What goes wrong? The public setting appears in a file with a different layout. Or it is written twice. Or it is not followed by an equals sign and an opening bracket. Or the list holds something other than quoted names. Why so careful? Because a malformed list must never quietly change which functions are public. Imagine a typo that silently hides every function, or worse, opens them all. The engine prefers to stop at the door. The message names the manifest and shows what it found. Fix the list so that every entry is a quoted name, and make sure it appears once. Then your project loads, and the public surface is exactly the one you wrote.
